Tax Office Reference: 3.5 on AN

Hi, Is the tax office refrence same as NI number? or is it something given by HMRC on request?
It is not the NI Number.
Its the 'Our Reference :' mentioned on correspondence from HMRC.
I asked when applying at the NCS and they asked me to write down that reference, its a number like 846/....
