NCS Giving Out The WRONG Information?

Just booked an appointment for my spouse to do her AN application and the lady asked, and insisted she was right, about whether my spouse had had her ILR for more than a year. I said this wasn't necessary so long as she has been resident for more than 3 years which she has. Her ILR(BRP) was approved Nov 2012, but has been permanently resident since April 2010.
Who is right and who is wrong???

As a spouse of BC, there is no need to wait for 1 year after ILR (assuming she meets the 3 years residential requirement).
It's not the first time NCS gets confused. Insist on having the appointment anyway and ask them to call HO during the appointment if they have doubts.
