Documents not sent back

Eligibility criteria: HSMP 2YRS + 3 yrs Tier 1 + 1 ILR
Method of application: Postal
Date of receipt by UKBA: 30/07/13
Date of debit of fees: 06/08/13
Date of receipt of acknowledgement: 10/08/13
Date of receipt of approval: 10/09/13
Date of Ceremony: tbc
We received our document back but not all of it, homeoffice did not return our life in the UK test letters back.
Do they normally keep them or return them ?
