Me and My Wife

me and my wife got leave to remain on 02/10/2013.
I complete my Five years In UK.
My wife got Entry clearance in 04/2009 and she entered in 04/2009.
Question:
Can she apply for Neutralization with me?

That would depend on when you, yourself, intend to apply? There is no mention of this in your post.

I am sorry.... I am going to apply on 23/10/2013. I have an appointment with my council office. Can she apply with me? The reason i asked because she did not complete her 5 years in UK.

If she entered in April 09 she would make five years in April 14, so no, she can't apply with you under the standard requirements. However, as soon as you are granted, she will be eligible to apply immediately as the spouse of a BC, as she will have been in the UK for the three years necessary in that category.
