when to apply for British Passport (10 yrs L )

Hello friends.
I been granted my ILR on a 10 yrs long residency on the 09.05.13.
I would like to know when can I apply for British Passport ?Can I apply now ?
Do i need to re do an English test.

You can never apply for a passport, until you apply for naturalisation and your get it.
I suggest you search this forum for naturalisation requirements and procedures. There is a very good FAQ thread on this forum. Go, find it, and then ask if you have any doubts.

I applied in 12 August 2012 . Been Granted on the 09.05.13 ( 10 yrs long residency ).

If your ILR case was protracted at no fault of your own then you may apply from November 2013 assuming you meet the other requirements and are not the spouse/civil partner of a British Citizen.
