I applied for a Tier-1 visa 3 years back and in the process took an English test (from College of Excellence, the certificate is CIELT). The centre/certiface was (or probably is) approved by UKBA.
I got my ILR on 26-Oct-2012 and am planning to apply for naturalisation. Unfortunately 26-Oct-2013 is a Saturday, 2 days before the 28-Oct-13 rule change.
(a) The English certificate has an expiry of 2 years, meaning it has expired, also (b) the centre/certificate doesn't figure on the Naturalisation regconised list.
Would the experts here have any advice please, other than sitting an IELTS which is really a last resort ?

This is incorrect.your date of application is the date Home office receive the application which will be on Monday 28th. I'm exactly on the same boat, I'm afraid you need to comply with new requirements post 28th October.

Indeed, for immigration, the date of application is the date of posting, but for nationality, the date of application is the date in which the Home Office receive the application.

However, if you met a B1 entry clearance requirement that will suffice.
