EU route to naturalisation or UK route?

Hi forum
I wondered if you could advise which route would be best for my friend to take to apply for naturalisation.

She was first a moroccan national and applied for a 6 month visa to enter UK - Nov 2006. She married her French husband and applied for 5 year RC as he was a worker - 2007-2012.
They have 3 sons together.

- She applied for PR which was granted in her Moroccan passport May 2013.
- She applied for French passport granted in June 2013 based on marriage to a French national. Shes now an EEA national but not exercising treaty rights.

-Her husband naturalises in 2010 and becomes a British national. (dual national as he still has his French passport i believe).

She would now like to naturalise before 28 Oct but if she applies as a morocan national she would have to wait 1 yr after the PR was granted in her moroccan passport.

She has not been exercising treaty rights to apply as a French national although her husband has always been and still is a worker.

She would like to apply on the basis of her husband being a British national - is this possible? Although his naturalisation certificate and his British passport were stolen in a burglary which has been reported to the police.

Can anyone advise?

If she has PR and her husband is British, she could have applied already. There is no need to wait for one year.
She will need to provide proof of her husband BC.

Does the home office issue duplicate naturalisation certificates as he will need this to apply for a duplicate passport

You can order a duplicate certificate (there is a £80 fee for that). I think one can apply after a lost passport without a duplicate certificate.
