I made application on 5/8/2013 .. Ceremory will be on 19/11 .. I will make passport application at post office on the same day
Can I use the same photo from the citizenship application on the passport one which is around 3.5 months

I would suggest not to, as the requirement states that the photo should be taken within the last month. Also have heard they check previous photos. Get a new one, you can even make one and get it printed in superstore.
