New Language requirement - HSMP/Tier 1

I will apply for Naturalisation in November. Am I right to assume that when I applied for my HSMP visa (now Tier 1) in 2007 and passed the IELTS test that I
"demonstrated a knowledge of English equivalent to B1 level when applying for entry clearance"
?
