This forum has been extremely helpful.
I am bit confused as i just read about 15 month provision ,
I applied for ILR in June 2012 on basis of ten year reisdency and recieved it in Jan 2013 as it took more than 3 months fro home office to process my application. Do i need to wait for one year to complete i.e apply in jan2014 for naturalisation, or can i apply now.
has anyone got any experience regards this.

as per UKBA site - you must be free of immigration restrictions for 12 months so ideally Jan 2014

g. consideration of an application for indefinite leave to remain,
made more than 15 months before the citizenship application,
had been protracted through no fault of the applicant, providing
ILR was eventually granted. This can include applications for
asylum which have resulted in the grant of ILR (you should note
that any asylum cases granted on or after the 30 August 2005
will not result in ILR, applicants will instead be given limited
leave) ; or
h.

found this on ukba website in policies and discretion while making decisions on applications

Better to wait to complete 1 year on ILR, as there is no definition of 'protracted'.

Why are people being advised to wait. Is there an example or previous unsuccessful application? The regulation is obvious isn't it?

It is worth applying, if you know for sure that by Janauary 2014 the world will come to an end, and before the world comes to an end in just over 2 months time you really need British Citizenship to live rest of the short life happy and content with the fact that you became a British Citizen before the end game.
