conditional discharge (good character req)

Hi all
Just been going through Annex D good character requirement on the home office web which doesn't list discharge/conditional discharge amongst the non - custodial sentences. On the main page they are briefly mentioned in the FAQs as discharge/conditional discharge ''if appropriate''.
Just wondering if someone could tell me what they mean by ''appropriate'' in this case??
