Countersignatory in British Passport Application

Hi,
Can the person signing British passport application as a countersignatory be one of the referee who signed naturalisation application as a referee
This referee has a British passport and is the director of a limited company
Is there any rule that states the referees signing the naturalisation application cannot sign the passport application form.
