British citizenship - no passport

Not sure if anyone can help. My boyfriend migrated to the UK from Zimbabwe on his moms passport which had an insertion of (right of abode) with all her children's name including his. I believe he arrived between 95-98 and was said to be in his early teen. Unfortunately he had not taken out a passport for himself and due to him being in the UK for such long time he lost his Zimbabwean citizenship and not able to get a zims passport. His mom got her British citizenship back in 2003 and all he has now is his moms old passport that shows his entitlement to Right of Abode. He has been living in the Uk for more than 20 years. He has proof of school etc. the problem is he do not have a passport which is proving difficult in order to apply for anything. Can he apply as a stateless person in the uk or can he use his old right of abode documents to register as British citizen?
