BC Eligibility

My wife came to UK as my dependent in June 2011 by then I was a work permit holder.
She got her ILR in August 2013,
My question is when we can apply her BC? In June or Aug?
her three-year qualification period is due June but I have also read some people saying that "she would require at least a full year on ILR"
any thoughts or similar experiences?
