Dependant on passport application?

I am currently on a Tier 2 work sponsored visa. My husband is on his ILR and due to apply for his passport in April 2014. On his application for the passport, can I apply as a dependant? Or is it better to apply as his dependant after he has received the passport?

You will need ILR before applying to become British citizen.

Hi there,
I do not wish to become a citizen yet. I only want to apply as a dependant on my husband. Is that possible?
