Can Kids apply for MN1 in Uk and travel to India

Hi
My kids are born in UK when I was not on ILR.
But now I am British Citizen and my wife is on ILR.
we were planing to go back to India with kids,
I need suggestions please can I apply for MN1 while they are here in UK through NCS,
then they will travel to india for long term so once I received there approval certificates here in UK,
can I apply for there passports here in UK without there presence in UK or I have to send those certificates to india to apply british passports where my kids going to stay.
