Special constable as referee

Hi all
Apologies if this question has been asked before.
Can A Special Constable ( warranted ) can be a referee for naturalizations it is said a Police Officer on the list of approved referee.

2nd questions: I got married 22/08/2007 and got my PR 16/04/2013 when is the earliest I can apply for naturalization.
your help will be much appreciate.

A special constable is a police officer, so yes.

No she is European. I have my PR since 16/04/2013 can i apply for BC now without proving 5 year or need to wait till after 16/04/2014. Or when would you advise to send the application.

If you wait till you've had your PR card for 12 months you'll not need to prove the previous years. However, if you wait the fees will increase. So perhaps apply now with proof of your spouse exercising treaty rights 6 years previously and send your PR card. B1 English and LIUK required.
