british passport for a minor

I will like to say a big thank you to every member of this forum.i really need help for my sister.She has a 2 years old child born in ireland and have an irish passport.the child has been living in uk a few month after birth.can the child be registered as a british citizen even though the mum has an eea residence card.lets not forget that Irish citizens are treated as settled residents in uk.please advise

Assuming the child was not born in NI but in ROI, then he was born abroad. Being Irish doesn't given him any special treat to register as BC. See Q1 in the Children FAQ (link below. Scroll down for the children section).
