Any successful application that have got BC based on expired IELTS ... to meet English requirement?

I have seen one such case with a success.

Look for Feb 2014 - Naturalisation Application Timeline pg 9. Quote from that

Note: I have successfully met the English language requirement using my expired IELTS certificate which I used during my initial HSMP application 6 years ago.

Pls note - I am in no way recommending you apply with a expired certificate. I had to give PTE academic and Life in the uk

I found this document on the Home office website (i know its called something else now) valid from 24 Feb 2014 but this document states clearly that SELTS (includes IELTS) validity dates are not applicable for citizenship applications. In other words, if you are applying for citizenship, your expired IELTS would be good enough as long as you meet their required standard of qualification. 8)

Look at page 34 last paragraph for above mentioned info.

Yes I got my approval based on my expired IELTS from my initial hsmp application in 2007.

will that expired IELTS rule apply for FLR M application as a dependant of settled person on 5 year route?

You are in the wrong forum mate, plz post in the correct category. FLR(M) is for visa extensions and not for citizenship. :!:
