UK BOrn Child not present in the UK

Hi All

My friend recently got his ILR.He has 2 children.One was born in the India and other one is born in the UK
they are living in the India for last 4 years with mother.
Mother used to live in the UK but then left for some reasons.
she want to apply again as spouse to join her husband.
in regards to one child who is UK born can they still apply to register him as British regardless he is living in India for last 4 years????
is it necessary that he must be present tin the UK??? Can he apply in India to register him as British???

also the child who was born in India can he directly apply for his settlement as well?
Note: father got his iLR after the birth of children

The child born in the UK can be registered as British from India (or here, with the NCS for ease). The child born abroad will need to apply with the Mother and will be granted leave in line with the Mother.

Can father make an application to Register his Child as British in the UK and once register he can send certificate to India nd mother can get his British Passport from there ??? does it work like this.

or he need to apply British High Commission in India to register his child ???
