Second referee british citizen over 25 without a passport

Hi
I have one referee who's a professional, my other referee is a British citizen over 25 years old, however he doesn't have a British passport. He was born in England and is a British citizen. Is that going to be problem?

Second referee has to be a UK citizen and he/she must be at least 25 years of age.
As long as your referee can prove that he/she is BC it shouldn't be a problem.

I am sure you will be aware that referee has to write his/her passport number in referee form.
if you leave that blank you are not providing complete information they asked for also homeoffice has to trace your referee to comfirm a genuine referee. it can cause delay. I will suggest read the referee rules again they are flexible if you have no referee.

I am aware of that and that seems to be the issue here.
However, nowhere have I encountered that the second referee must have a passport. Also, you are not legally obliged to have a passport if you are not traveling.
I would advise to find another referee with BC passport if you can find one and also you can check with NCS what they have to say about this.

Here's exactly what is says on the form:
The other referee must normally be
the holder of a British citizen passport and either a professional person or over the age of 25
The fields where you write the passport number for both referees have this label:
Current British citizen passport number (if any)
Now, the
if any part tells me that the passport number is indeed not required. However, since it doesn't matter which referee is on the left-hand side and which is on the right-hand side, and the professional referee doesn't have to be a British citizen, the optional passport number may only apply to them.
I suspect that it doesn't matter if the second referee has a passport, however whether that might cause delays - I don't know.
