Can an AN1 referee be......?

My brother?
My partner is applying under five-year route (Student, PSW, UPV, ILR) can my brother (a social worker) referee her? She's obviously not related to him and we're not married..
Or, could it be me? as a director of a VAT registered company, though we do live at the same address.
As you can guess, we're struggling with this one, our only other candidate being a retired teacher, and post on here are inconclusive on whether that's allowed.....

Some of us are healthy, and don't pester the medical profession. I was lucky to have a friend who is a lecturer in a university. Otherwise I'd be in trouble.

GP is a surgery never see same one twice hardly, chemist, no, never needed pills, optician seen once in the entire time we've lived in this city, we've been through the list and evaluated the possibles!
Only other option is my colleague here at the place I work, he's a Ltd co. director, he said he'd do it despite the fact he's never met her, not a road I'd prefer to go down but sometimes needs must when the Devil drives...

Think we're gonna go with the retired teacher, although 'retired' she is still doing some teaching so the point is moot, plus it would be a nice trip out to Oxenhope, Bronte Country doncha know.....
