Citizenship after ILR (14 year rule)

Apologies if this is answered elsewhere, have had a look but no luck:
After having obtained ILR via the 14 year rule (before it was abolished), I have had conflicting info about when one is eligible for British Citizenship. I have heard one qualifies to apply after 12 months of obtaining ILR but my query is due to the fact that within the last 5 years, one would have been in breach of immigration rules? Does this mean any legal 5 years is counted or does this mean one has to wait for 5 years instead?
Have also heard it could go either way and it's up to your Case worker's discretion. True or False?
