MN1 form- is sec 2 applicable for uk born child

Hi
I am having ncs appointment tomorrow afternoon and need to clarify 1 point.
Is sec 2 applicable to children born in the uk.As per guidance notes, it appears to be a requirement for kids born out of uk. But reading the application form on its own, it gives an impression that needs to fill in for uk born kids as well.
