Does Permanent Resident Student in UK need Proof of English

Hello,
My name is Samson, a permanent residence of UK. More than four years now I have had my Live-in-UK Certificate. I want to proceed to Neutralisation in order to get British Passport. I passed all other recommendations but I am a bit confused and biased may be I need to take proof of English Language or not. Presently am a Student of Computer Science with Business Informatics at Greenwich School of Management(GSM).
