local authority caution

Hi everyone I've been searching this for some time but I can find it anywhere!
It's a local authority caution the same as a police caution ?
This type of caution has to be declared on naturalization form?
I've been reading the guide and on the point 3.10/3.11 states:
You must give details of any cautions (simple or conditional), warnings or reprimands you have received in the UK or any other country. Cautions, warnings and reprimands are out of court disposals that are recorded on a person’s criminal record and are taken in to account when assessing a person’s character.
As I understand a LA caution it's not recorded on criminal record that's why my dilemma, if anyone could help it this it be much appreciated.

Thanks for your replay and yes I've read the post, but still don't know if that needs to be declared our not. My points are I went to my local CAB few weeks back they told me no need to declare asked at politice station they told me its not recorded on NCR so don't need it to disclose this, but here on this forum I've seen people saying yes disclose others saying up to you so I'm quite confuse regarding this is considered as the same as police caution our not also I've read the AN form and on the convictions square says to put the cautions our warnings that you have had out of court and recorded on your name, again this type of caution it's not recorded national data base that's way I'm so confused about it .

Experts can tell you better. But if its not recorded by Police then most probably its a FPN and not needed to declare. But I'd wait for experts on this one. Good luck

any senior can help on this matter ? it's a formal caution from a local authority treat as the same of police caution ? thank you .
