Naturalisation as a direct family member (EU)

Could you please clarify this for me.
Can a young adult barely over 18 years old apply for a naturalisation under section 6(1) as a direct family member of a EU citizen who exercised Treaty rights for more than 6 years in the UK?
All the paperwork and supporting documents would belong to one parent. The family is from EU. Parents are not British and never applied for naturalisation. They've been living and working in the UK for 10 years.
The girl in question was born abroad. She went to primary and secondary school in the UK. She never worked and therefore can't claim she exercised any Treaty rights.
Can she applied for naturalisation on her own?

I believe that she can apply under EEA family member providing that her parents have been exercised Treaty rights but experts can tell you this better.
