Document returned after passport application

Hi
I had applied for child's first British passport with registration certificate. Today I received passport with documents. They return registration certificate folded in small envolope. Do they generally return certificates folded or this in my case only.

They always fold the documents.

What documents did you send with the Application?
Did you send the birth certificate?
I have applied online and on the Application form it only says that I need to send old passport and Registration Certificate but no birth certificate.

You don't need birth certificate if you are naturalised citizen.
