Child Registration (Form MN1)

Hi- Please help in this query for child registration as British
1) Child has ILR from 1 year (Born Outside UK)
2) Child has not completed 3 years in UK
3) Child Father has ILR from 1 year (Tier1 for 5 years + 1 year in ILR)
4) Child mother does not have ILR (still on tier1 dependent visa)
Can child and child's father apply for British Citizenship at same time or Child has to wait until child's mother will get ILR
Please let me know if you need more details
