British passport eligibility for child

I would like to find out if my children are eligible for British Passports.
We are Bulgarian citizens living and working in UK since 01.05.2007. My husband got his Permanent UK residency in 2013.
One of my children is born in UK and lives in UK . She is 6 years old. Born in 2008.
And my other chilled was born abroad but lives in UK for the last 7,5 years. Born in 2005 lives in UK since 2007.
Are they eligible for British passports? And what is the procedure?
You advice would be greatly appreciated.

Any child who is born in UK after one or both parent got permanent stay is British by birth and can get British passport.
Any child born in UK before the parent got permanent stay is entitled to register as British citizen before they can apply for passport.
Child born abroad is normally expected to have permanent stay before he/she can be register.

Do you know what application to use for registration.
And just to clarify for the child born abroad I need to make residency application first and what other applications afterwords until passport is given.

you can use MN form.
Permanent residence is the safest way to get nationality. It is discretionary though but I have a seen a kids application refused with ILR.
If child is EU national, you may be able to apply with PR but I have seen applications delayed due to not having PR.

And the fee for MN1 form of £669 is correct Isn't it ?

A born abroad child would need to apply when his parent apply. He can't apply by his own. See the FAQ (links below) for more details.
