Urgent help with First British Passport ---complex case!

Hi all
I hope you can help please
I recently applied 1st passport for my son who was born in the UK before I was granted ILR.
I submitted the citizenship registration at the same time as change of name application(and this is a new birth certificate as this how it is done in Scotland) in Dec 2014,then
--registration of new name came back on 27/12/14, and it also shows my son's previous known name.
--citizenship registration came back 05/01/2015 with my son's previous known name
--I then applied passport with the new name shown on the new birth certificate in Jan 2015

today(after nearly3 wks) I received a call from passport office, advised me that they have concerns over the name change as the name changed before the approval of citizenship registration,even though the new birth certificate shows both new&previous name on it , however, just purely because the name changed prior to approval of citizenship registration, they can not issue a passport with new name.
and also advised me that I can only go back to registration office and get a new birth certificate with new name and date would be after the citizenship registration.But I think this is awkward as this does not make sense in terms of change name as no name would be changed.
is this the correct information? what should i do now? I have explained the whole thing and been told a examiner will get back to me once made a decision.
anyone please help??

Personally I do not think its complicated. You have two choices:

1. You could "go back to registration office and get a new birth certificate with new name and date would be after the citizenship" as advised by the caller.

2. Wait to be " told a examiner will get back to you once made a decision" as told by the caller.
