shifting the goalposts on naturalization time frame?

Do you know if there are any applicants who applied in August 2014 (or later) and who have since received their naturalization, within the given 6-month limit?
If not, I'm wondering if it's indeed true that Home Office has sent out delay notices to every single post-August 2014 applicant, saying that there will now be an additional 3-6 month delay because of unexplained new rules?
This last-minute shifting of the goalposts (just two weeks before the 6-month response deadline) has caused a lot of pain and confusion.
