Professional referee?!

Hi all,
Sorry if this has been posted before, I couldn't see it.
My husband has been here for over three years and we are just starting his citizenship but we have become completely unstuck with the professional referee?! I don't know how its possible, but we know NO ONE on the accepted list.
Does anyone know if we can use a RETIRED police officer?!
