Good Character PCN by Council

Hello Amber et al

I would be applying for British citizenship in a fortnight. However, I received 2 Penalty Charge Notices by Council in October 2014 for driving in a bus lane (it was the same bus lane for both offences). No speeding points or Police/Court involvement. I just started driving a month ago and was yet to know what routes in the area where designated bus lanes. I have since paid off the £30 and £30 charge respectively.

Do I need to declare these Penalty Charge Notices? It does say PCN on the letter I received, and not a FPN.

Thanks.

Thanks for your reply Amber. Are you sure about this is as if I don't declare them, it won't count as 2 consecutive FPNs in the last 12 months ? Or is it clear now PCNs issued by councils are not same as FPNs issued by Police or court ? This is a very confusing question in lots of people's mind due to confusing guidelines.
