Eligibility for British citizenship for an Irish national

My partner is an Irish national.

His mother is Irish born. His father was born in America in 1930, his family moved back to Wales in 1932 where he remained until he was in his mid-30's and moved to Ireland. He met and married my partner's mother and my partner was born in 1988 (old parents).

Does my partner qualify for British citizenship based on his father's citizenship? If so, how does he obtain this as he only has Irish antionality.

Nowhere you have mentioned your partner's father's nationality was British at the time of his birth. was it, or was it not?
