Form MN1

Hi I am new to the forum and looking for some information regarding form MN1 please.
I have tried to do a quick search for info on my phone but it keeps cutting parts of the text off.
Basically I am a British citizen by decent, my father was born in the UK. We both hold British passports.
I have two young children (16 months and 4years) who I'd like to apply for citizenship for. I have previously lived in the UK for 3 years (almost exactly) apart from a few short holidays within those 3 years.
About 2 months ago I was reading the guidelines of form MN1 and I believed that I could no longer apply fory children because I hadn't done it before they turned 1 year old. Then a few days ago, read the same guide, and now I cannot find any information where it says that I had to apply before they turned 1...
Am I going crazy or have they changed the rules recently?
Also, is it quite difficult to fill in the MN1 form? I want to do it on my own, I cannot afford to pay an immigration agent, is it fairly straight forward?
Also, because it is so expensive, would it be best to apply for 1 child only in case they don't grant the citizenship? I can't afford to lose out on $2400!!
Actually speaking of the cost, I noticed that 2 months ago the cost was €670+\- but it's now €749. It seemed to coincide with the change of rules?
Did the rules change recently?
