EEA treaty rights

Hi,

I am British citizen through naturalisation. My husband of 6 years lived in the Uk since July 2009 untill present. He is a EEA national. he is applying as my spouse.
We went to the nationality checking service and the person dealing with our application did not seem very confident that his application will be successful.
He worked July - November 2011 and then restarted working in November 2013. Between February 2012 - November 2013 he helped me look after my newborn son and then looked after my son when I went back to work full time.
I was financially secure and can show that I supported him financially throughout these years. However he did not have private medical insurance at the time.

Do you think that he has a chance?

What did your husband do in UK from 2009 - 2011?

WRS was abolished in May 2011 so even if an A8 national no need to worry about WRS registration if you count time from mid-2011.

The rules clearly expect some sort of medical insurance for self-sufficient persons exercising treaty rights.
Did your husband have an EHIC card from his country during late 2011 - 2013 ?
Was there any sort of bi-lateral arrangement in place between his country's health system & UK?
