It was bettween 1998 2001 over stayed...after got ilr...2012..never committed any crime...

Overstaying means allowing your visa or BRP to expire and staying in the UK. Overstaying is a criminal offence. There is no "grace period" within which you can lawfully overstay.

Hence you can only apply 10 years from the day you were here illegally, which is 2017. You can try to ask for reconsideration, but the law is fairly clear in this matter. This rule has been introduced since Dec 2014. Had you applied on January 2013, on year after your ILR, your case would most likely be successful now.
