British Citizenship application referee question.

Hi All,
I am due to apply for a British Citizenship and was wondering if some one can throw some light on a doubt I have regarding referee.
My Sister's brother in law and his wife are a profession acceptable by HO.
Can any one of them act as my first referee and will not be considered my relative?
Technically they are my sister's in laws, so i dont think they are my relative, but wanted to take some experts advice please.
