British Citizenship Application Form

hi every one ......
I am currently preparing an application for naturalisation as a British citizen. I need a clarification regarding definition of “Engineer with professional qualifications”.
Could someone clarify what actually “Engineer (with professional qualifications)”mean?
My friend is a Gas Engineer ( Gas Safe ) can he refers me ?
My second question is :-
in page 3
1.Personal information
1.3 please say when you were given indefinite leave to enter/remain in uk .....etc dayMontahYear
( i have a permanent residence as an EEA nationl not ( indefinite leave to enter or remain )), shall i enter the date when i received it there above or not ?
