Form AN - Is 3 Points on a License a conviction?

Hi All,
Well I guess, the Subject explains it all. But let me tell in detail to explain the whole situation,
Well Feb 2013, I got 3 points on my license as I accidently parked in a no stopping zone and a police officer out of nowhere came and gave me a ticket (for 3 points) and fined me £60. I drove directly to the station to pay my dues and submit my license and counterpart. Now I still have till Feb 2016 for the points to be waived of. Just wanted to know, if this is considered as a conviction and should this be mentioned while filling up the "Good Character" section of the form.
I'm a bit confused as the form states, Sentence Given and also asks for the date of the sentence. Now, this makes me feel that the conviction only has to be if given by the court! Can anyone please help me in this regard. I have NCS appointed coming up this friday!!!
