Hi,

The Passport Office returned passports and naturalization certificates before interview. The note just mentioned "Your passport application is being processed".

Would you please advise if this is normal as I was under impression that the certificate shall stay with them.

Normal. They don't keep the certificates, it is always returned with your other original documents.
