How to address letter to Home Secretary

Odd question, but how would one address a letter to the Home Secretary (currently Theresa May) when it's included as part of the naturalisation application? Obviously it's not meant to be read by the Home Secretary herself, but rather the application caseworker, so would it be weird to address it to "Dear Theresa May"? "To whom it concerns"? Or is there something better?

Why would the case worker want to see a letter addressed to Theresa May, which isn't intended to be read by Ms May?

If it's a cover letter why not simply use:
"Dear Sir/Madam,"
Finish letter off with "Yours faithfully," & sign it.

Try something on the lines of
To
the Right Honourable Theresa May PC MP
The Most Revered Secretary of State for the Home Department and Lord Grand Panjandrum,
For whom may a thousand flowers exude fragrance
If that sounds a little OTT,
noajthan's advice is spot-on, though it has been argued that signing off "Yours faithfully" may have too servile a tone and that "Yours sincerely" may be slightly less obsequious and hence preferable.
As
fwd079's signature puts it succinctly, being British is a state of mind. And making light-hearted fun of authority is part of it.

Wow, I had not expected to see Debrett's referenced on this site.
In any case, it may not help, as of course, the advice that the OP seeks is how to address a letter that will be read by a case worker, though in theory, it is the SSHD that approves the application.
