Naturalisation for EEA - PR + 1y. or 6 years treary rights

Hi all,
Since November 2015 the new guidelines have been a bit misleading and everytime I call to ask, I get different answers. Anyone has been throught it already?
Our situation is: EEA (Bulgarians) living in the UK for 11 years, last 8-9 years under treary rights (before that HSMP visas). Currently waiting for a PR certificate - we sent all documentation for the last 8 years. The question is - can we apply for naturalisation right after we get the PR cards (as legally we've automatically obtained the pr status 3 years ago, just never applied for the PR document itself), or do we need to wait for 12 months before applying?
