HMRC penalty for late self assessment

Hi

I'm wondering if someone has any experience with this and can help.

I applied for naturalisation around 5 months ago and my application is still being processed.

My employer pays my taxes via PAYE; for my last tax year I became eligible for filing a self assessment for tax return. I do not owe any tax, but I was late in filing it (should have filed it by end of last month). This has incurred a HMRC penalty (which hasn't been officially issued yet) but which I have paid already.

I have two questions:

1) Is a HMRC penalty for late filing of self assessment considered a 'civil penalty' which must be declared on an application?

2) If so, do I need to inform the home office that I now have a civil penalty while they are processing my application?

Hi, today even I received such letter from HMRC.

Did you inform HMRC about it? If yes how? Even my citizenship application is in progress currently.
