Why not? provided he/she has a professional degree.
Besides, he/she much have known to you for atleast 2 years.

If they are a professional grade (or higher) member of the British Computer Society (MBCS or CITP or FBCS), then yes. Otherwise, no.

He has Master degree in computer science but not registered with British computer society.

IMHO the "software engineer" does fall in the category of "engineer - with professional qualifications".

*shrug* Maybe the OP should just go for it. The worst that will happen is that they will ask for another referee. I've never heard of an application being refused on these grounds, just a bit delayed. The Home Office are somewhat lax on this requirement as long as the referees are really who they say they are and are actually professionals.
