MN1 Application refused - Urgent advise/help required

My friend kid MN1 Application refused with below reasons

The registration of minors under the provisions is at Secretary of State's discretion. Normally, minors will not be registered if, as appears in this case, neither parent is a British citizen.

Here is some detail about application

1. My friend and his wife both are Portuguese National and hold PR. Leaving in the UK since last 10 years
2. My friend son (applicant) is over 10 years, holding Portuguese nationality and PR. Leaving with parents in the UK since last 10 years.
3. My friend son (applicant) in full time education in the UK since last 10 years
4. My fiend older son was granted British citizenship few months back

Please help me prepare ground for re-consideration and if there is any aletrbative such as appeal in the court or something else?

There is no appeal process for citizenship applications.

Where was the older son born and how old is he?

Hello

Older son born in Indian and when he applied he was 17yrs and 10 months I think. He also applied via MN1 form

Younger son (applicant) born in Portugal

And how old was the older son when he got approval?

How long has the older son lived in the UK?

old son applied when he was 17yrs and 10 or 11 months. He turned 18yrs old when they send him latter saying is now 18yrs old and he has to pay additional £80 for ceremony

older son also came to the UK with parent 10 years ago. Whole family entered UK at same time

Older son therefore applied as an adult, which is why his was likely granted.

Younger child will be able to naturalise when one of the parents do, which is standard for children born abroad.
