RoA - Wants to apply for British Passport

Hi there,
My cousin came UK on 20 September 2015 by the right of abode in the Uk.But he has a plan to apply for British passport.Can he apply for British passport directly ?Does he need to do B1 English and life in the uk test for british passport? As per as I know he has to be 3 mandatory (Original) documents for passport application:
1.His original Birth certificate 2;His parents marriage cerificate 3:His Father original naturalisation certificate.
But he has got only photocopy of his father naturalisation certificate and other documents are original.Can he apply for British passport now?If any more documents are needed could you please reply guys?

It depends on what basis he acquired ROA, but these days 99% + of those who get ROA get it because they demonstrated qualification via citizenship. In which case he can apply for a passport right now.

How did he acquire "Right of Abode"? Also, when and where was he born?

Was his father naturalised before or after his birth? If before his birth, your cousin is a British citizen by descent and can apply for a British passport directly.

He can get a certified copy from the National Archives (if his father naturalised before 1986) or from the Home Office (if he naturalised after 1986).
