Citizenship Ceremony

I was wondering if one must book/arrange citizenship ceremonly in council they mentioned in AN form only? Or is it possible to change the coucil & ceremony can be booked in some other coucil too? (I am asking for both public & private ceremony bookings).

You will need to book at your local council unless you have specifically requested in the AN form you want it elsewhere.

To change to another council is a long drawn out process. It is not as simple as one council sending it to another council. You have to request it with HO. The council have to send your certificate back to HO. HO then send it on to the new council and the new council will then send you an invite letter. How long HO sits with it before sending on is anyone's guess but the timing for this whole process will likely take longer than a 2/3 week wait for a ceremony.

If you want to change the designated Council for your ceremony, you will have to request that the Council themselves contact the HO to change the venue. This will be the same whether it's a private or a group ceremony and can cause a considerable delay.
