Benefit Fraud and Citizenship

Hi all,
There is a friend who stupidly committed benefit fraud, convicted and got conditional discharge which is non custodial sentence.
now when can he apply for British citizenship? after 3 years from the conviction as it is non custodial or after 10 years as he defrauded the benefit system or will not be eligible forever?

6.3 Dishonesty in Relation to Public Funds
The decision maker will not refuse an application simply because the person is
reliant on public funds.
However, this would not extend to an applicant who is knowingly drawing or has
knowingly drawn public funds to which they are not entitled. Where this is the case,
the decision maker will normally refuse the application.
and
8.2 Deceitful or Dishonest Dealings with Her Majesty’s Government
The decision maker will normally refuse an application where the person has
attempted to deceive or otherwise been clearly dishonest in their dealings another
department of government.
Examples might include but are not limited to:
a. fraudulently claiming or otherwise defrauding the benefits system;
They may have permanently blotted their copybook and face refusals under all BC applications, but if they're very lucky they may be approved in 10 years.

so it seems is unlikely to get BC even after 10 years.

it depends on how the BC rules stand in the future. Your friend would waste their money if they applied now.
